CCNA, CCNP, MCSA, CCNA Final Exam, All Answer Test Module With 100/100

I've been working on push notifications and I am able to implement it and display it on status bar, the problem I am facing is that I want to display it even if the phone is lock, Under the lock screen where it says ("drag to unlock"), I have seen notifications like that but cant find any example to that.

I need to lock the Android phone when the user leaves a defined WiFi area I need to prevent the user from unlocking the phone when he/she is out side the defined WiFi area I need to unlock the phone when user is back to the WiFi area
